CUSTOMS APPROACHES INTO HISTORICAL DAY 2005/7/29
Starting from July 25, Kaohsiung Customs Office steps into high-tech era. The Container Security Initiative (CSI) officially put into operation. From the day on, the Kaohsiung Customs CSI Team members will work side by side with the US counterparts. The suspect containers are first selected by the US Automated Targeting System and then sifted through by the well trained targeters and investigators. After coordination between the two parties, final decision will be made by local CSI team.
In post-9/11(2001), CSI is based on an idea: to extend the US zone of security outward so that American borders are the last line of defense, not the first. Through CSI, maritime containers that pose a risk for terrorism are identified and examined at foreign ports before t hey are shipped to the United States.
Under the CSI program, the containers that pose a risk for terrorism will be screened by powerful container scanners. If something suspicious is found on the screen, a physical examination by both parties will be done.
Early on, CSI focused on implementing the program at the top 20 foreign ports. Kaohsiung port was the fourth largest container port in terms of container quantity to the States when the program was announced by Commissioner of Customs and Border Protection (CBP) Robert C. Bonner in January 2002. Therefore the Kaohsiung port was selected to join the program in the first phase.
Kaohsiung Customs Office Detector Dog Management Center
In order to facilitate the deployment of detector dog teams, regional Customs set detector dog management centers to provide resting, exercising, training and health care for detector dogs.
Kaohsiung Customs Office Detector Dog Management Center is located at Yen-Chao Township, Kaohsiung County, with about 0.408 acres in area. Besides the office building, there are kennels, training classrooms, day yards etc.
● Deployment Areas:airports, seaports, container yards, bonded warehouses, express areas and postal environments.
● There are 8~12 hours shift that detector dog teams carry out their duty. Besides the routine training, they also conduct investigation on high-risk flight, passengers, vessels, import and export cargoes (containers), express cargoes and parcels by utilizing risk management and intelligence analysis.
Kaohsiung Customs holds the 2nd joint symposium with stakeholders
On Dec. 2, 2010, Kaohsiung Customs deputy director Chung hosted the 2010 2nd joint symposium with related business representatives and stakeholders(including Customs brokers, carriers, importers, exporters, container yard owners). Over 60 participants discussed on subjects concerning cargo and transportation clearance and facilitation. The purpose of the symposium is to create a barrier-free clearance environment.
Total 14 cases had been discussed enthusiastically at the symposium and reached some common consensuses. The stakeholders suggested Customs simplify the procedure of T1 transshipment manifest for inland containers transited by diffident means (by trucks or by sea passage). They also proposed that the Customs should review the implementation of cargo inspection by X-ray machines in place of physical examination.
