1. Concept

Launched on June 15, 1999, the Taipei Times commits itself to "Bringing Taiwan to the World and the World to Taiwan." The Taipei Times is an objective, Taiwan oriented newspaper devoted to providing accurate information to the local and foreign communities in Taiwan.


The Taipei Times also aims to enhance the island's profile among international readers. We print penetrating reports on local politics, society, economics and culture, as well as balanced and comprehensive analysis of Taiwan's political scene. The Taipei Times is one of the most authoritative and trusted voices among English media in Asia.

2. Format

The Taipei Times is a daily English newspaper with 20-24 pages. It showcases three main sections of local and international news, along with sports and special local features.
The first section features Highlight News, Taiwan News, Asia News, World News, Taiwan Business and World Business; the second section focuses on Youth Central consisting of Bilingual Times, Leisure and Sports, while the third section (published every Friday and Sunday) features Around Town, Sunday Features, Arts & Books and other life information.
In short, the Taipei Times enables readers to care about local and foreign news and provides readers with better reference materials for English learning. Without any doubt, the Taipei Times is indeed an excellent and quality English language newspaper.
"To realize the objective of producing an international-standard daily English-language newspaper in Taiwan," we at the Taipei Times have assembled more than 50 of the finest editors, reporters and production people from over eight English-speaking countries.

Mee too ,studying English one year in elementary school, three years in junior high school, three years in senior high school ,four years in college , too ！

But ,today ,I still can't speak English fluently .Althoug I can't write English well .
Why ?
Just like you before, when somebody asked me in English ,I have to translate it into chinese ,then answered !
so, the answer was late ,slow and terrible.
When I want to speak something in English ,but instead, I can't remember the words that I want to express with .
I haven't still found a good way to improve my English until today .
How should I do ?

Shadow

對外語學習者而言，當內容相同時，閱讀通常比聽容易。其中一個原因就是閱讀時的速度操之在己；但是用聽的時候，別人說話的速度卻操之在人。對於外國人連珠砲似的說話，許多人往往難以消受。這裡介紹一個很有效的聽力訓練方法－－Shadow練習。
Shadow是影子的意子，也就是如影隨形的一種口語和聽力練習。方法是試著跟稿子及外國人一起念，但開始的時間大約比他慢半秒鐘，就像是他的影子一般，如影隨形的跟著念，等於是要念得和外國人一樣快，同時也要盡量學習其音調。
STEP 1：找一個略低於自己程度的稿子和tape/CD。如果找的稿子太難，弄懂都不容易，更別說要做Shadow。
STEP 2：先不看稿子，聽一遍。聽不太懂沒關係，但記得第一次聽的感受如何，特別是速度的感覺。
STEP 3：看著稿子，自己單獨念一遍，看是否能把每個字念的清楚、念得通順。
STEP 4：跟著tape或是CD一起念，要跟外國人念的速度一樣，只是開始念的時間大約慢半秒。可反覆練習。一開始可以看著書，但最好盡量別看書。

經常使用這個技巧，練上三個月，聽力就會有很大的進步喔！而且因為幾乎是同步複誦外國人的發音和腔調，Shadow練習久了，口音也會越來越漂亮！這個訓練技巧是個過渡，用心練習，慢慢地就會適應外國人說話的速度，也能聽得懂了。做Shadow時需要全神貫注，所以持續的時間不能太久，也許做幾分鐘就覺得想投降了－－沒關係，這很正常。休息一下，等會再練就可以了。
這就好像我們會不會覺得我們用中文交談時，說話的速度很快呢？不會嘛，是吧！但我們說中文的速度常常也是很快的，只是我們因為生活在中文世界中，習慣了而已。其實外國人聽我們講話，一開始也是很吃力的喔！語言常常只是一個習慣，熟能生巧，多練習就一定會有進步。

Learning English in my own way

Good evening! My name is Murphy. Today my topic is learning English in my own way. You may wonder “hey, Murphy! How dare you talk this topic with us? Your English is no better than ours. Please judge me after you listen to my experience completely. Actually, it didn’t take me many years to speak English like this! Do you know how long it took me? It took me only six months to speak how I speak right now. Interesting, isn’t it? I am very glad to share my experience in learning English with you. Before I do that, I’d like to refresh my memory a little bit~

Backing six months ago, my English sucks! Terrible! Impossible! You must have no idea how poor my English is. Let me tell you my story you will know that. Six months ago, one beautiful Sunday, I walked around Taipei 101. I saw a pretty foreigner with a plump face, good looking, big-breast, sexy ass… Whatever! Suddenly, the girl walked close to me. She asked me,” Excuse me, where is the Taipei Station?” Because she was the kind of girl I like, I spent 5 minutes answering her question very carefully in English. But 5 minutes later, she told me,” Sorry, can you speak English? I don’t understand Spanish.” Oh! My god! I talked to myself,” How dare you say that? I speak English for you!” I blushed with anger and also I had no confidence to speak English any more. Next, she asked me,” What’s your name?” I said,” I don’t know.” Last, she smiled to say,” Well, Mr. I don’t know. Thanks anyway!” Shame on me! You see! At that moment, I was very disappointed, so I came back home to watch TV. I was watching an English program but I can only understand 10％ what they talk about on TV. It was a kid’s program! I sat there. I can’t believe it! I talked to myself,” Murphy! If I can only understand 10％ what they talk about on TV in a kids’ program, how can I do anything?!” I shouted with tears,” Murphy! My pronunciation is so poor that no pretty girl can understand my English! I have learned English so many years: one year in elementary school, three years in junior high school, three years in senior high school, and four years in university! There must be something wrong with my learning in English. From now on, I decided to learn English in my own way.

I didn’t have any teacher. I just tried to start. I took pronunciation seriously. Yes, pronunciation! I went to buy one English magazine with a CD. As I remember, there are 20 units in that material. In every unit, there are about 6 sections. What I did was just to read Unit 1 Section1; that’s it! That’s all I did. Unit 1 Section1, I spent so much time on it. When eating, sitting on the toilet, laying on the bed but cannot fall sleep. I am going to this material again、again、again, to be endless! What I did was if any sentence I can’t speak as exactly as the recording, I go back to it ten times. If it doesn’t do it, I will do it a hundred times. If it doesn’t do it, I will do it a thousand times. I can’t tell you how many times I did because I honestly don’t remember! Too many times! I repeat it until my pronunciation is perfect and impeccable without thinking. What I did was not like what I studied before. In the past, when I read one unit、I understood it、I listened to it for a couple of time, great I learned it! Next unit! Great I learned it! Next unit! To tell you the truth, it doesn’t work for me!

After six months, I have discovered something very interesting! I have the feeling of language! I have the sense of English! If anybody gives me a sentence within the conversation, I can speak English well without thinking through my mind. I can speak some sentences so fluently without my control if the situation is right. It’s amazing!!! Before that I have to go into 4 steps when I speak English. For example, if you ask me,” Murphy, is that chair comfortable?” I have to translate into Chinese first, ”這椅子舒服嗎?” Next, I answer myself,”還不錯”. Last I translate back into English,” So far so good!” It’s too late. But now, if you ask me again, Murphy, is that chair comfortable? I can answer you directly in English without translation! Do you know how good the feeling is? It’s fantastic!

Although my English is not as well as foreigners, one day I hope I can speak English with correct grammar, good pronunciation, proper language, strong vocabulary! I am confident that I will realize my ideal some day in the future as long as I study hard!

Last but not least, what kind of English ability you want? What kind of English degree you need? Think about it!

警察英語 Murphy Yang

隨著全球化(Globalization)的趨勢，做為一個警察勢必要具備基本的英語能力，而全民英檢(GEPT)是一項能夠評量自己英語能力的考試，包含聽(Listening)、說(Speaking)、讀(Reading)、寫(Writing)四個部分；有時候透過考試的壓力來學習英語是很有效的，但有時候讓學習英語變得有趣，往往會讓自己在潛移默化之中事半功倍!記得我以前非常討厭英文，原因是國高中時英文老師都是填鴉式教學，只為了應付考試而讀英文真的很痛苦；高中畢業後有好幾年都不再學習英語了，而有一次去逛舊書攤時，看到一本英文書，內容是談如何交女朋友，個性內向的我馬上就把書買回去，花了半年的時間很辛苦地把原文書讀完，半年後我也交到我第一個女朋友，從那次經驗之後，我就開始喜歡學英文，明年我一定要報考外事特考，希望將來能夠成為一名外事警察!!!

在此向各位分享這一年多來我學習英語所遭遇的困難及解決辦法，供大家參考:
困難(一)：
我在學習英語的過程中感覺到最大障礙和痛處是要經過
“英翻中”  “反應”  “中翻英” 
“回答”四步驟!!!
解決辦法:
糾正發音，從基本的音標從頭學起，至少要能夠看到音標即可讀出。糾正發音一方面可以減少口音，便於交流；另一方面，用以前學習中文的方法學習英語，從語音入手，這將是建立語感的捷徑。語感一旦產生，可以用極其輕鬆方式達到真正提高英文的效果。而糾正發音的方式很多，建議從強化聽力著手。

困難(二)：
英文學習方面障礙的產生是由於傳統的英語學習方法有問題。
解決辦法:
對話、文章背誦，甚至自己與自己說話，一方面可以藉此學會一些基本口語表達方式，包括語音、語調、連讀、辭彙等等；另一方面反覆背誦，直到脫口而出，是為了忘掉那些招式，真正達到英語思維，習慣英文文法、慣用語於潛移默化之中!

困難(三)：
配合自己的英文程度，有趣地選擇自己的英文教材，少就是多!
解決辦法:
羅馬不是一天造成的! (Rome is not built in a day!)
剛開始先選擇一些自己有興趣英語教材，每天讀一點英文，循序漸進，假以時日必定不同凡響!例如你如果對籃球有興趣，可以先從籃球英語讀起；對兩性關係有興趣，可以先從情色英文唸起；對柔道有興趣，可以先從功夫英語學起!!!這樣一方面可以瞭解外國文化，更能習慣英語思考；另一方面，開放自己，改變自己的壞習慣，持續地練習英語。
仔細想來，其實英語教材隨處都有，例如警專樹人月刊最後一頁，每一期都有英語專家洪國倫教官所提供的生活化英語、另外每一期警光雜誌最前頁有英語文章與會話、蘋果日報每天都有蘋果英語，這些都是很棒的英文教材!
此外警專全民英檢社從本學期起，每週四晚上20:00~20:30在圖書館門口有舉辦English
Corner活動，30分鐘全部限制用英文交談，每週都有不同主題，歡迎有志於英語學習者一起參加。
最後，在學習語言初期是需要恆心和毅力的，人生的道路很長，成功的人往往不是剛開始跑得最快的人，而是能堅持到底的人；成功的人永不放棄，放棄的人永不成功，共勉之。

大家好:

小弟在此和大家分享我的英文學習心得~~

我在唸書時,英文都是及格上一點點低空飛過...........剛過伍的第一個工作是在台北市一家船務公司上班,到現在我的印象還很深刻,上班的第一天,我就被指示要和一個外國船長連繫配艙的事情,哇哩咧,本來英文就不怎麼樣了,學校又沒上過會話課,當時我連How are you?都不會說..........心裡想的只有三個字: 挫x了!!!可是又不能不打...........只好硬著頭皮打給船長.........可是我真的不知道該說什麼,只好一直嗯啊嗯啊,yes,yes地代過去,我記得當時好像也連台語都說出來了吔.......

於是我告訴自己一定要把英文學好,因為真的很重要,回到家剛好接到一通補習班打來問有沒有要補習英文(我不知她為何有我的電話;我真後悔接了那通電話),我當時只覺得英文很重要,就去聽他們的課程講解,然後,他們就一直給我洗腦,叫我要補一年的TOEIC保證班才划算,結果當時純真的我就傻乎乎地一次繳了六萬多塊,是一年六萬多塊哦, X的死黑店!!

之後補了一個月就後悔了,之後就都沒去上過了,因為上課教的文法,單字還是要靠回家自己複習,至於會話課,雖然說是小班制沒錯啦,但是,會說的敢說的還是那些程度本來就不錯的人,我當時覺得我真的好像白痴哦,繳了六萬多塊去補習班當白痴............

沒補之後,就自己自修,我在小六上國中時有補過一個月的英文,我覺得我的英文發音是在那時奠定基礎的,所以發音部分對我來說還不是問題,至於單字部分,真的必須要靠多背,文法部分,基本上只要常用就會了................我覺得我好像在說廢話,OK,我以我的學習過程來和大家分享一下 (小弟英文不怎麼樣,只是希望和大家分享學習心得.........)

學英文沒有捷徑是沒錯,但若方法用對,還是會有事半功倍的效果唷!!!我覺得要把英文唸好最最最最最最最最關鍵的因素在於"興趣", 把它當作是興趣,學起來就一點都不會累也不會厭倦,我就是因為對會計沒興趣,才會被連三當,第四次還跑去德明重修,老師看我可憐才讓我過的.............

第一點,我覺得筆記是非常重要的一件事,我的筆記會依序標示單字,音標(重低音標要記得出來),詞性(動詞,形容詞or副詞),動詞三態,同義字(或反義字),若一個字同時代表著動詞及名詞,但重低音或發音不一樣,例如: contact,我會用色筆把重低音強調出來,最重要的是....""一定要寫下此單字的例句, 至少要一句"",因為很多人單字背了一堆,可是不會用,不知該放在哪裡用...........此點切記,很有用滴............

第二點,看英文是不會對你的英文有太大幫助的,而是要""唸""英文,大聲地把它唸出來吧!另外,要多利用字典(是要翻的那種不是按的那種),因為當我在查一個字時,我會把字典上的例句抄下來,而有的例句中又有些生字,這時我又會再分別去查那些生字,再抄那生字的例句,有時我可能本來只是要查一個字,可是到後來可能在筆記上卻寫下了十幾個單字.......

第三點,若一個單字同時有好多種意思的時候,千萬不要奢望一次把它全背下來,也沒必要把所有的意思都抄下來,只要抄你當時看到這生字的用法即可,其它的意思等再次看到此單字在不同的用法時再記即可.

第四點,文法部分,基本上我是不太知道什麼詞後面要加什麼詞啦,可是我會用,我覺太執著於文法書上的細項描述有點庸人自擾,就像我們並不會知道中文還有什麼文法可言,但還是有專為外國人設計的中文文法書.基本上,我覺得只要把單複數用法,時態,假設語氣等一些國中及基礎高中的文法記得就用不完了!

第五點,聽的方面,去買一些英文雜誌(有附CD的那種)來聽,不用買當期的,太貴了,我都是去光X商場或X華商場買二手的,切記,若你是第一次買,先買一本就好了,因為要先測自己的程度在哪裡,要買自己聽懂大約50%左右的最合適,千萬不要挑太難的,對你沒有幫助的,有人說要練聽力聽ICRT就好了,每天聽聽久了就懂了,你下次可以叫他去聽西班牙語或葡萄牙語,看他聽三年之後會不會懂.

第六點,說的方面,ㄟ!若你是像我一樣可憐,想開口練英文卻又沒人可以陪你練,又不想或沒時間去補習班上課,那麼Happy English Club絕對是你的最佳選擇,因為這裡提供了一個免費的free talk環境讓你練習,不怕你說錯,只怕你不說出口!而且可以交到好多好朋友!!

第七點,讀的方面,我雖沒有訂英文報,因為我沒時間看,但我還是會鼓勵你們去訂,或多上一些國外的網站,若你喜歡籃球,就有事沒事就上NBA網站去看,諸如此類,
另外,多背一些片語也是必要的.

第八點,寫的方面,我現在在一家電子公司當國外業務,我會用mail或MSN和客戶連絡,都用英文,也是一種練習,若你們工作不是像我一樣的話,我建議你們可以用英文和朋友在MSN上聊天,一方面練習寫的部分,一方面也練練英打的速度.

第九點,要培養對英文的敏銳度,我在不管在哪看到或聽到不會的單字或片語,大多數情況下會用筆記下來回家馬上查,你喜歡英文之後,它也會喜歡上你,試著和英文談戀愛吧!!

WAYS TO IMPROVE OUR ENGLISH

So eager to have an opportunity to convey my own opinions on the WAYS TO IMPROVE OUR ENGLISH.

On the subject of learning English, we may constantly ask ourselves the following question: Suppose an idea suggests itself to us, how shall we express it correctly in English? This question manifests our desire to know more about the ways of expressing ourselves in English. Yet, there is no shortcut to satisfying such a desire. It is because the ways of thinking and habits of expression are usually influenced by one's own mother tongue. This does not mean, however, that we have no ways at all to improve our English. It has been said, "Rome was not built in a day.” That is to say, perseverance leads to success.

It is possible to better our English by various means and approaches. Allow me here to make some suggestions for your reference.

The foremost approach, in my experience, is to try our best not to be afraid to make mistakes. In general, we Chinese students are too self-conscious to speak out in front of others. We are always obsessed by the wrong notion that making mistakes might lead us to lose face. This concept proves fatal to improving our English. Therefore, we should strive to break through this bottleneck to acquire self-confidence, as soon as possible.

Another approach, also of extreme importance, is that we must take part in various activities related to the use of English. This means that we must learn by doing. Or rather, if we want to learn to write, we must write; if we want to learn to read, we must read, and so forth. I do hope we can read in English both intensively and extensively. We can read English books, magazines, newspapers, and so on. We can have either a quick or a thorough reading. In the meantime, it is my firm belief that keeping a diary in English is one of the best ways for polishing our English. What is more, why not contribute articles or letters to the English language newspapers or magazines for publication? This will reinforce our sense of achievement, and then promote further our interest in learning English and uphold our confidence in this pursuit. Incidentally, let me remind you of what Alexander Pope once said, "True ease in writing comes from art, not chance." Certainly, no pains, no gains; practice makes perfect. In addition, we cannot do without dictionaries while we are learning English. I do not think there is anyone whose English is so good that he cannot learn any more from dictionaries.

In addition to the above-mentioned ways, we can, if circumstances permit, go to the English movies; watch English TV programs; listen to English tapes or radio programs, such as on ICRT (International Community Radio, Taipei); attend English lectures; participate in the academic activities sponsored by the English Society of our Department; or do everything related to the English language. Yes, I would like to repeat "EVERYTHING." I remember, last year I asked an American teacher in the Taipei Language Training and Testing Center if there were best ways to improve our English. He replied with a smile, "There is no secret way; the only best way is to try every way." Thanks to his thought-provoking words, I have realized a good way of improving our English. In short, it pays to seize any possible opportunity to practice English in various forms.

It is said that the more we learn, the more we discover how little we know. I suppose that to those who have a good command of English, Dr. Lin Yu-tang, Prof. Liang Shih-chiu, and others, the waters in which I swim must seem only a duck-puddle compared to their Pacific Ocean. Of course, without a succession of ordeals, we cannot hit the jackpot. In any case, we have to practice and practice and practice. I am in the full conviction that "All roads lead to English." I was told by an American friend of mine, Mr. Weldon Thompson, that we should punctuate our life with interesting things. In my eyes, I really deem it a good way to learn English in every interesting way. Ladies and Gentlemen, let's Speak, Read, Write, and Listen to English. Why not? But, be sure to bear in mind, "Actions speak louder than words." So, do it!

千萬別學習英文的五個步驟

第一階段 熟悉英語發音 四個要領
第一， 選擇1盤(再次強調是1盤而非1套)適合自身英語水平的磁帶
第二， 每天集中精力把A面和B面連續聽兩遍
第三， 要堅持天天聽，但每隔6天要休息一天
第四， 直到聽清磁帶中的所有內容

第二階段 領悟語法 聽讀並舉 掌握語法
第一， 把已經能完全聽清的磁帶中的第1盤磁帶再找出來
第二， 聽寫這盤磁帶的內容
第三， 做聽寫練習時，一句一句地聽。即：聽完一句後，先按暫停，把剛才聽到的寫下來，
反覆聽，直到完全聽清這句為止。不會的單詞根據發音大致拼寫出來即可
第四， 聽寫完整盤磁帶的所有內容後，用英英辭典確認不會的單詞拼寫是否正確(知道其
意當然好，不知道也不要緊)。
第五， 按這種方法聽寫完整盤磁帶的內容後，儘管模仿磁帶的發音和語調，從頭到尾大聲

全消化為止，就好像自己成了新聞主持人一樣。
第三， 當確信自己不看原文也可以記住文章內容時，把它像講一個故事一樣繪聲繪色地復
述下來。
第四， 能夠流利地誦讀時，再選第二篇文章，重複上面所講的方法。
第五， 看完一個板面後，就像第三階段那樣處理不認識的單詞。
第六， 把報紙上廣告，名人訪談，漫畫等所有的內容，都按上述方法加以學習。
