Senior government workers

In state-run enterprises or government agencies, there are so many senior employees, who have worked there all their lives and wanna stay until the day they retire. Working in those organizations is not bad. Layoffs are unlikely. Even if it happens, the government goes with the labor law. Overtime is not quite often. It varies certainly from agency to agency, but it is known that government jobs are stable. What if layoffs do happen to civic workers? Can we survive after being laid off? I really doubt. As a government worker, I work with so many senior civic workers every day and soon I'll become one of them. Many senior public servants do not have basic computer skills such as using different application software at the same time. For example, they do not know how to switch the window nor do the "copy and paste" stuff. If there happens to be someone better at the stuff, he/she will definitely spend sometime on serving those coworkers. Well, things change swiftly. We do not necessarily need to know anything about the cutting-edge technology, but knowing how to survive in the job market is more or less essential.
