I doubt the concept of nationality and citizenship is so well developed during the Yuan Dynasty. There is no reason for Marco Polo to be naturalized by the Yuan authority. The original sentence does prove that an ill-constructed phrase can lead to so much confusion and misunderstanding.
In the name of forum tranquillity, feel free to delete any of my post, sooner the better.

though it seems to be reasonable, a grammatical sentence. i wonder if native speaker would say "had been" or "have been" whatever it is related to ethnicity or nationality.

just my opinion.^++++^
As ye would that men should do to you, do ye also to them likewise / don't treat others the way you don't want to be treated!!
