Well, since it's a Chinese, or rather Taiwanese, tradition, I think you can just call it what ever you want. I think you can even invent a new term, since you are a native speaker of the aforementioned culture.

Those foreigners whom wish to know what is 尾牙 aren't likely to depend on non-native English speaker's translation. There are countless number of holidays and special events across different ethnicity. Those that aren't celebrated universally just can't be easily translated. One shouldn't feel obligated to translate everything. It is like how do you say "Cinco de Mayo" in Chinese?
Why not just call it: "Employee Appreciation Banquet"?

The English phrasethat is closet to to describe the Chinese term 尾牙 may be "bean-feast".
